EXECUTIVE DIRECTOR
MISSISSIPPI BOARD OF LICENSURE FOR PROFESSIONAL ENGINEERS AND SURVEYORS
The State of Mississippi Board of Licensure for Professional Engineers and Surveyors (Board) is accepting applications for the position of Executive Director (ED). The Board anticipates filling this position before January 2024.
The ED is an executive level position serving at the will and pleasure of the Board. Reporting directly to the Board, the ED is responsible for supervision of agency operations and for developing policies and procedures to ensure actions taken by the Board concerning the regulation of the engineering and surveying professions are implemented by the licensing and enforcement staff. In collaboration with the Board, the ED provides vision regarding issues related to the practice of professional engineering and professional surveying pertaining to the protection of the health, safety, and welfare of the public. Furthermore, the ED serves as a liaison for the Board with the state legislature, other federal and state agencies, state and national organizations engaged in regulating professional practice of engineers and surveyors, and the public.
The Board of Licensure for Professional Engineers and Surveyors is a regulatory body that oversees the practice of engineering and surveying in the State of Mississippi. This oversight includes enforcement of state statute, rules, and regulations for over 15,000 professionals and businesses offering engineering or surveying services to the public. The Board is responsible for coordinating the examination and application evaluation, licensure, and development of regulations. The agency has four full-time employees and a nine-member board which meets at least six times per year.
Tasks performed by the ED will include, but not be limited to:
- Coordinate Board activities by establishing timetables, agendas, and compiling information for Board action.
- Provide oversight of all agency administration and direct supervision of all staff members and any contractors.
- Review office procedures and develop written agency policies that adhere to state guidelines and develop internal procedures and employee manuals, as needed, to be presented for Board approval.
- Review national trends and make recommendations to the Board when warranted.
- Provide long-range planning for all agency operations, including setting goals, assessing resources, and developing strategies for implementing plans approved by the Board.
- Prepare reports, including Strategic Five-Year Plan, the Annual Report, and the ITS Annual Strategic Plan.
- Coordinate and provide oversight for fiscal and budget functions of the Board, which are performed by an outside third party.
- Serve as the Board’s legislative liaison, including attending budget hearings and tracking legislation with potential impact on the Board.
- Serve as liaison to professional organizations at the state and national levels, which may include partnering with educational institutions with engineering and surveying programs, participating with the National Council of Examiners for Engineers and Surveyors (NCEES), and collaborating with other licensing agencies.
- Serve as the Board’s liaison to licensees and to the public.
The successful candidate is expected to have a minimum of a bachelor’s degree from an accredited college or university with five years of fiscal and personnel management experience. However, a person with an associate degree and extensive experience related to management of an agency similar to the Board will be given consideration. In addition, leadership and engagement of others at regional, state, or national levels must be demonstrated. Preference will be given to those having experience with regulatory or licensing agencies, additional education, or additional management experience. Licensure as a Professional Engineer or Professional Surveyor would be a beneficial attribute as well.
The ED must possess the following management attributes:
- Exceptional written and oral communication and interpersonal skills to represent the Board when communicating with licensed professionals, representative of state government, the public, regulatory associations, staff members, and others.
- Organizational and leadership skills that reflect the ability to perform and prioritize multiple tasks with attention to detail, to work effectively both independently and as a team, and to deal with personnel issues that may arise.
- Demonstrated ability to prioritize based on urgency and Board priority and following through on priority and routine commitments.
- Ability to work efficiently and productively with stakeholders.
- Ability to exercise good judgment and exhibit a high level of integrity, ethics, honesty, and transparency.
- Aptitude to work independently and think critically to complete work and solve problems.
